아침에 일어나서 티비를 보면 홍수로 인해서 집들이 가라 앉은 영상들밖에 안나온다.

울나라로 치면 광주정도가 물에 잠긴것이다.

천안정도가 물에 잠겼고

이제 서울로 물이 찬다고 한다.

바다보다 지면이 낮아서 바닷물이 올라온거라고 한다.

와이프는 장난아니라면서 어떻게 이 상황을 준비해야 하는지 걱정이다.

근데 그게 정말로 믿겨질 수준이다.

비누 기계며 재료 집안살림등 이제 가방하나로 끝나지 않는다. 챙길것이 엄청 많은것이다.

더이상 비가 오면 정말로 진지하게 이 문제에 대해서 해결방안을 찾아야 겠다.

Govt approves massive B20bn flood relief plan

Payments of emergency cash will start this week

The government has given the go-ahead for a package of flood relief measures for some 3.7 million victims in 31 provinces, with the payment of 5,000 baht in emergency cash to each affected family set to start this week.

The initial estimate for the flood assistance programme has been put at 20 billion baht.

The economic ministers' decision yesterday came as the National Economic and Social Development Board predicted the cost of the nationwide damage from the flooding to come to 32.8 billion baht.

The floods, which have devastated 8.84 million rai of agricultural land, are expected to result in a 0.32% drop in national economic growth this year, the NESDB said.

Prime Minister Abhisit Vejjajiva said yesterday the government would start this week distributing 5,000 baht in cash to each of the 632,000 affected families through the Government Savings Bank to help flood victims cope with the immediate impact.

The cash assistance will be given to families who live in houses bearing clear address numbers. The houses must have been flooded for no less than seven days from Oct 10, Minister Sathit Wongnongtoey of the PM's Office said.

Flood victims whose homes carry no address numbers need to obtain guarantees from community leaders in order to receive the money. Victims living in rented houses and on public land are also entitled to the help, he said.

The minister said provincial governors would work closely with officers from the Disaster Prevention and Mitigation Department to conduct a survey of those who should be entitled to receive the money.

Details of the affected people will be forwarded to the Budget Bureau.

The first payments are expected to be made to flood victims in Nakhon Ratchasima on Thursday, he said.

The minister insisted the cash handouts would be transparent and fair. "We'll pay them out equally. Don't worry," he said.

Mr Abhisit said a survey was under way to assess the impact of the floods on various sectors before the launch of longer-term assistance measures also approved yesterday in three months' time.

Among the assistance package measures agreed upon yesterday, rice farmers, who are among the worst affected, will receive compensation to a value of 55% of the cost of planting each rai of their flooded paddy.

The compensation figure worked out was 2,098 baht a rai against the usual official compensation rate of only 606 baht, Mr Abhisit said.

Apart from compensation for the damaged farms, rehabilitation programmes have been approved to help flood victims in term of housing, education and public health.

While it is hoped the measures will be implemented in three months, the assistance will be expedited for 15 provinces and 20 districts where the flooding has ended.

The government has drawn 6 billion baht to date from its 36 billion baht emergency budget for this year. It has earmarked some 47 billion baht for emergency relief operations for the next fiscal year, Mr Abhisit said.

The Commerce Ministry was also instructed yesterday to look into the possibility of cutting the price of fertiliser and construction materials as another way to help flood victims.

The government would need in the long run to improve the country's flood warning system, speed up the crop insurance scheme and revamp the water management system to enable the country to cope with such disasters better in the future, Mr Abhisit said.

The Education Ministry has sought 136 million baht from the government emergency fund to help students affected by the floods.

Education Minister Chinnaworn Boonyakiat said 70 million baht would be paid to 120,000 students to buy new study materials and clothes lost during the flooding.

The remaining amount of 66 million baht will be used to buy 120,000 sets of textbooks for distribution to schools affected by the deluge.

Mr Chinnaworn said the ministry would soon survey the damage done to schools and expected initially to ask for 450 million baht from the government to repair them.

He said education authorities were considering a number of initiatives to help flood victims.

The Office of the Vocational Education Commission has proposed a "Fix It Centre" to repair and renovate flood-damaged houses and structures.

Mr Chinnaworn said the Office of the Higher Education Commission would ask private and state universities to alleviate hardship by waiving tuition fees or postponing payments, along with finding jobs for students so they could earn extra income.

The minister said 749 schools across the country remained closed yesterday due to flood problems.
